Florida - model of conservation?

So the first thing we did when we got to Tiger Town (Detroit Tigers baseball spring training facility), was eat. Obviously I was excited. But then I immediately noticed that the cafeteria was stocked with disposable items - styrofoam bowls and cups, plastic silverware, etc. The SHOCK and HORROR! Clearly this place does not care about the environment!

Imagine my confusion when I walk into the bathroom and see the sign below. Now they are conserving water but tossing a lot of garbage? I'm kinda confused...
